UploadPackReachabilityTest: Use assertThrows instead of thrown

In https://git.eclipse.org/r/c/144009/ UploadPack tests moved from
thrown to assertThrows, but newly introduced tests are still using
the thrown.

Update test so all of them use assertThrows.
