RefDatabase: add hasRefs convenience method
Callers can now say: db.getRefDatabase().hasRefs() rather than the more verbose: !db.getRefDatabase().getAllRefs().isEmpty() The default implementation simply uses getAllRefs().isEmpty(), but a derived class could possibly override the method with a more efficient implementation.
