Teach UploadPack shallow fetch in protocol v2

Add support for the "shallow" and "deepen" parameters in the "fetch"
command in the fetch-pack/upload-pack protocol v2. Advertise support for
this in the capability advertisement.

TODO: implement deepen-relative, deepen-since, deepen-not
