Matthias Sohn 9932f9b415 [bazel] Move ToolTestCase to src folder (6.2) ... Bazel barks at the abstract ToolTestCase not containing any test. Move it from the tst/ source folder to the src/ source folder so that bazel knows this is a helper class which doesn't contain tests.
